Lab Brat in the comments suggested it could be the Black Sea. See Black Sea Pictures and Black Sea is frozen.

Then again Voo said in the comments that it is Lake Geneva. Link to some pics of frozen Lake geneva here Frozen Geneva Photo Gallery by Nicolas TARDIF at pbase.com and here Flickr: tv's photos tagged with Geneva and finally here Ice and Wind on Geneva

Anybody else?

I think it might be the Black Sea. I found these links which mention it:

I've stuck the two links that you provided on the main post.

No, those are definetely not Black Sea... Black Sea only froze twice in the past 25 years, and never like this.

But yikes, those are actually frozen waves? For some reason it really scares me.

It is actually Lake Geneva in Switzerland. I seen it first in European Pictures on BBC's website, also, you can do an image seach on the major search engines

Not lake Geneva as in "Lac Lemans" in Switzerland. The pictures with the frozen cars are real. I was there. I decided to take rollerblades on the seawall. Big mistake. But the lake was fine. Plus it happened like once. Just a storm.

I tell you for sure that it is Black Sea in Constanta, Romania. I've been there and I recognized it.

Isn't photoshop great?
Takes the colour blue right out of things that should be blue and makes them white, just like ice!
